What should a call button do on laptops?

I am talking about if a website has a call button with a phone number attached is clicked when the user is on their laptop.

For macbooks I understand it opens the phone app. Perhaps other laptops have similar functionality (only owned macbooks tbh).

Is it fair to assume this is the case for like 90% of users?

What should happen if there are older laptops without a phone app?
